[checked]Bug - Chou Tzu does not have the Hero Quest.

Description: The NPC Chou Tzu [264 , 140], in Su Zhou, does not have the Hero Quest "Bloody Soldiers" listed in the Available quests.

Steps:
- Reach level 40
- Open quest log and select Available tab
- Scroll down to bottom

Problem: The NPC Chou Tzu does not have the quest "Bloody Soldiers"

Solution: Add the quest "Bloody Soldiers", or remove it from quest log.

There was a quest there before, but it has been removed by the latest patch.

If you read #3 of the New Functions and Changes, they "temporarily" stopped releasing and upgrading Artifacts (which is what Chou Tzu offers).
