I just did this instance but i cant figure out how the spawn the last mob, anyone know?

set the mode on difficult and he will be there

It's in the guide under 5th button -> Instances -> Serene City -> Serene Conquest

Short answer is: Sir Black Crab only appears in the highest difficulty.
