Is lucky bingo the only place to obtain the lvl 3 pet scroll? If there is another place can you please post here. Thx in advance.

ATM yes, but i think later there are bosses on Pet Hill that will drop them as well

you can obtain lvl2 baby pet Scrolls from treasure maps, but as far as i know bingo is the only place for the lvl 3 Books.
