Click the User CP text on top of the forums, then go to Edit Avatar.
There you can upload an avatar for yourself :)

User CP > Edit Avatar > Choose File.
Sorry but that image on your first post, which version is that from? From the looks of it, you have translated the Chinese version, hope it's not a private server... =/
