There's two ways you can get them:
1.) Go learn Herbalism, and buy a Hook. Then go to the map East of Da Li and find herbs to collect. (You don't need to equip the Hook, just have it in the inventory.)
2.) Go to Su Zhou, and near the warehouse there is an NPC titled "Bank Suppliers." Buy them from him.
Either steps work. Buying them is faster and costs about 6 silvers I believe. While collecting herbs takes time, it is free.

I enjoy the quests if it wasn't for quests I probably actually no I wouldn't play this game.
